RESTRICTIONS ON NAVIGATION AND FISHING
IN AND AROUND MANILA BAY AND
SUBIC BAY
May 10, 1942
The following restrictions on navigation as well as fishing and seaweed industries will be put into
effect on May 10, 1942, and continue to be in force for the time being from military necessities:
1. Areas where restrictions will be enforced:
(a) Waters at the entrance of Manila Bay within the radius of ten nautical miles from the lighthouse
at Corregidor.
(b) Waters at the entrance of Subic Bay within the radius of ten nautical miles from Grande Island.
2. Particulars of restrictions:
(a) Passage and navigation of all vessels in the aforementioned waters other than the designated
courses for navigation will be prohibited. This prohibition will not, however, be applied to the
sailing boats and fishing craft specially licensed by the Navy or to the vessels on special duty,
owned or chartered by the Imperial Japanese Forces.
(. b ) Passage and navigation of vessels belonging to the third-party nationals, sailing boats and
fishing craft, will be prohibited in the designated courses for navigation. This prohibition will not,
however, be applied to the vessels especially licensed by the Navy.
(c) Passage and navigation of all vessels, whether of Japanese nationality or owned by any
department of the Executive Commission of the Philippines, will be prohibited in the
aforementioned waters from sunset to sunrise.
(d) All vessels desiring to navigate within the designated courses for navigation will give a previous
notice with ample time to the Naval Commander in Manila District and receive necessary
instructions therefrom. Particulars relating thereto will be provided for by the said Commander.
(e) Fishing and seaweed industries will be prohibited in the restricted waters. This prohibition will
not, however, be applied to those who have obtained special licenses from the Navy.
3. Those who violate the above restrictions may sustain unexpected damages or may be fired upon.

NOTIFICATION NO. 2
NOTIFICATION CONCERNING CIVIL CASES IN WHICH ENEMY SUBJECTS OR HOSTILE
ALIENS ARE PARTIES.
May 16, 1942
With regard to civil cases in which Americans, British, or any other enemy subjects or hostile aliens
are parties and which were pending in Philippine judicial courts at the outbreak of the war or such
like cases as may be brought to said courts hereafter, the Imperial Japanese Forces will approve
upon application the continuance of proceedings or the filing of said cases with a view to protecting
the right) of the parties concerned and to prevent injustice which might be caused by the suspension
of proceedings or the non-filing of said cases, whenever the Military authorities deem it necessary
and proper to do so after careful investigation of the nature of each case. Therefore, those who
desire to have their cases proceed to termination or who wish to file net cases shall apply by letter
to the Director-General of the Japanese Military Administration, by themselves or through
attorneys representing them, clearly stating the following:
1. Name of the court where the case is pending or where it will be filed with.
2. Case number (if possible).
3. Full name, address, telephone number and nationality of the plaintiff, the defendant and the
attorney representing them respectively, and the occupation of the plaintiff and the defendant.
4. Pecuniary value of the subject-matter of the litigation.
5. Nature of the case.
6. Summary of the facts of the case (to be short and clear).
7. Special reason why the continuance of proceedings or filing of the case is necessary.

Notification No. 15
CONCERNING THE REGISTRATION OF ALL PERSONS WHO HAVE SKILL AND
EXPERIENCE IN ELECTRICAL COMMUNICATIONS.
September 19, 1942
All persons having skill and experience concerning electrical communications (wire and/or wireless)
and who reside in Manila City or its suburbs, shall register their names and addresses, skill and
experience, etc., as prescribed hereunder, except those who are presently working or have decided
to work as experienced operators for the Imperial Japanese Army or companies connected with the
Army.
1. Items to be registered:
(a) Name, address, age and nationality.
(b) Skill and experience, stating name of company or concern for which he worked before the war.
(c) Other pertinent referential information.
2. Period for registration:
Between September 21, 1942 and September 30, 1942.
Office hours for registration:
Between 9 a. m. to 5 p. m., every day of the week except Sundays.
3. Place of registration:
Denseikyoku, Juan Luna, Binondo, Manila (former Trade and Commerce Building).

Notification
CLAIMS ON HOUSES CONFISCATED AS ENEMY
PROPERTY
September 16, 1942
Persons who can prove that houses confiscated as enemy property by the Imperial Japanese Forces
are not really enemy property may file their claims with the Director General of the Military
Administration from September 19 to September 25, 1942. Applications must be accompanied by
the necessary document to certify the claim.
Those who fail to file their claims within the stipulated period shall be considered as having no
claims whatsoever.
